9. Status, problems and development of the human resources in the agricultural sector in Bulgaria under the common agricultural policy

Abstract

The changes in the agrarian sector in Bulgaria after the accession to the European Union (EU), had a strong influence on the status and development of the human resources in this sector.

The purpose of this paper is to analyze and evaluate the human resources in the agricultural sector by revealing the problems and opportunities for development within the Common Agricultural Policy (CAP).

The study of the state and problems of the development of human resources in the agricultural sector under the impact of CAP was conducted in two parts. The first part discussed the basic characteristics and analyzed human resources in the agricultural sector as a result of the implementation of CAP. Official statistical data of the Ministry of Agriculture and Forestry (MAF) for 2006-2010 were used.

The second part analyzed the opinions of farmers, processors of agricultural stuff and technical experts in food and agriculture on the problems, prospects and human resources development in agriculture through the prism of CAP.
