Abstract
The study compares the neoclassical and neo-institutional economic approach. Main economic categories are discussed such as: market, market exchange, property information, and their interpretation is related to the primary factor of production – land. The “problems” of the institutional environment are described following the example of agricultural land transformations. On this basis a reasonable conceptual approach has been substantiated to improve public relations. That approach includes three main components: (a) adapting of technological change; (b) technological approach for organizational integration of the processes; (c) establishment of competition in the administrative processes.
